No so long ago, certificates were mailed, and there was a real cost to send
them out. Today, cost is zero. Yes - labour is involved, and if you want
a hard copy of the certificate, you can print it yourself. This way,
certificates are created for everyone, and you can decide if your effort is
worth printing, or whatever else you wish.
A few years ago, a friend entered WPX as 15 assisted, as no one had
previously set the record in VE3. He did not make a lot of Q's, but he was
thrilled to hold the VE3 record! So - he not only printed it, he framed it
and hung it on his wall. So - everyone gets to decide :-)
