[RTTY] VK9CI on RTTY

Hiro, JA0SC, has reminded me that he will be QRV from Cocos-Keeling
on RTTY beginning tomorrow.  Probably just saved me $10k!

VK9C is presently ranked 19th (in the 28th position).  Hopefully, condx will
improve so Hiro can fill his RTTY log with all those that need it.

Thanks Hiro and the best of luck to you.  The solar flux is 220, the A is 9
and the K is 1.  These are the best condx we've seen in a while, but I'm
making no predictions.
