I see no explicit mention of PSK31 or any of the newer modes.  From
http://www.arrl.org/awards/dxcc/rules.html#si :

"d) RTTY: Contacts must be made using radioteletype since    November
15, 1945. (Baudot, ASCII, AMTOR and packet count as RTTY.)
Confirmations for cross-mode contacts for this award must be dated
September 30, 1981, or earlier."
