  Where is the same paragraph for the Single Operators? (Say 3.1.1 for
Singles)

3.1.2. High Power.

3.2. Multioperator, Single Transmitter:

3.2.1.1 Low Power

3.2.1.2. High Power
Like I said, the rules are the rules.  If you are having further trouble
reading them I can send you a copy.  Seem to me that the rules on the ARRL
page are rather complete.
