Welcome!  You can count on this discussion once or twice a year.  The 
arguments are the same, just a few new participants in the discussion each 
year.

It's a flawed situation with no perfect answers.  Who wants the playing 
field to be level except for operator skill (in operating) anyway?  That 
might be OK for one contest a year, but "operator skill" includes a lot of 
other things, including but not limited to innovation with equipment and 
antennas.  If someone makes a new killer antenna from scrap parts, he should 
be rewarded with a higher place in the competition.  Everyone using the same 
equipment with the same propagation would be a little boring, wouldn't it?
