One can contest every weekend ... and practice with tapes or one of 
the contest simulators every day.  There are even "practices' on 
Thursday nights many weeks. 

That still doesn't address the thousands of dollars in the "best" 
equipment and the difference between that and the $200 special 
package at the second hand store.
