For some people that is not an option ... should they be prevented 
from having a reasonable opportunity because of where they live?

I have five acres with no limitations on antennas.  I choose to use 
the trap vertical and dipoles for the present but I will eventually
do bigger antennas just as I will eventually do full boat SO2R and 
might even decide to do high power.
