Maybe I misunderstand your comments, but according to the contest 
rules......

"Exchange: RST report plus a progressive contact three-digit serial number 
starting with 001 for the first contact."

Since the RST is required (they didn't say it had to be accurate) I don't 
know how to comply with the rules without sending the 599 as the RST.
