Listen to yourself on a different receiver when sending. Is the signal 
shifting? i.e., does it sound like a RTTY signal? If so, you may be 
sending "upside down", thus accounting for the lack of response.

P.S. On the Omni VI, there are no settings for FSK, you are just putting 
a voltage into the RCA jack on the back panel. The only variable is the 
polarity of the voltage you are putting in and that has to be changed in 
the software or TNC (depending on what you are using).
