[RTTY] Apologies for the new WAS and DXCC lists

I've managed to work down from the top of the list in little pockets of spare time.  Got down to #401, so far.  A few dates I interpolated, given the data from nearby award #'s.  There were some entries with nothing for the LoTW info and were left as is.
