[RTTY] [CQ-Contest] IRC (International Reply Coupon) Questions

You just have to educate the clerks.  Once they know how to handle them you
just turn them in for the airmail stamps... or just do like lots of others
do and buy the stamps yourself and send the irc out to the next station you
send an envelope to.
