Wrong! The ARRL Bandplan does not "allocate" anything to anybody. 
A Bandplan suggests operating frequencies for "normal" conditions. 
The ARRL 160 meter contest or CQ 160 Meter CW contest are not 
"Normal" operating conditions.

Because SSB operation begins at 1840 (1843 "carrier") and under 
"normal" conditions CW above that gets blown away by the local 
SSB ragchew guys who congregate as low in the band with their 
linears as they can.  Although ARRL 160 Contest and CQ 160 Meter 
CW contest activity will spread up to 1875 +/-, by default starts 
at 1800 KHz as it has for more than 40 years - all the way back to 
the LORAN days when 1800-1825 was the only slice of the band that 
was common to W1, W2, W3, W4, W5, and W0 after sunset.

Traditional contest schedules exist for good reason.  Why can't 
you respect them?  There are 50 other weekends in the year when 
there isn't a major 160 meter CW contest filling the bottom 75 
KHz of the band - why insist on ham for Hanukkah?
