You make a good point, so let me rephrase it a little. How does
operating CW in a designated RTTY segment give the CW guy a right to
complain about the RTTY signals there? 

It's not like the band is FULL of CW signals during even a major
contest. Nearly all the CW ops crowd into the bottom 50 or so kHz,
leaving the upper 150 kHz nearly empty. Is that crazy or what?

If all the CW guys would just operate 10 kHz above where they would
have operated, this would be a non-issue and BOTH sides would be
happy. There is plenty of room in the band.  Is that asking too much?
