[RTTY] HAL releases DXPWin 3.0 for 64- bit systems

Yep, just type in whatever tone pair you want on the Baudot configuration
page.  Good grief!  I scoured the configuration windows and the manual a
year ago and convinced myself it couldn't be moved from the default.
