[RTTY] FSK and Dell PC with TS2000

Hello I have noticed a problem in my newest setup for MMTTY and My Dell desktop PC , and my home brewed FSK interface. Until windows boots up all is normal, then once the serial port initializes, I get a PTT lock up on my TS2000, my interface is the one shown for FSK on Dons AA5AU RTTY setup page. This same setup worked fine on my older PC, yet the newer Dell has an issue when ever MMTTY is not open my rig locks up in TX and when it is open all is fine. I suspect there is an issue with the Com port on the dell PC and the RTS line being held high or low which ever that is until the MMTTY program opens. I have already tried updating the BIOS for the system Mother board no difference, check setting in bios all appears to be proper, at least there is no selective options I can see that would change anything, I only have 2 Com Ports and it does it on both . To add an optional Serial card is also not an option today as the new pc only uses half height cards and my present serial card in older pc if a full height. 

Any suggestion would be much appreciated as I am at my wit's end on this one, I would really like to put the new pc to use but until I resolve this issue its not going to happen...
