Thanks Nick, makes sense. I would guess that OFFTIME is used with
contests that have internal time periods as in the CATEGORY-TIME
section. Apparently it is not used in the current contest. 
It is interesting that the Cyrillic characters display ok on the web
page but translate into question marks when copied and pasted into an
email.  The difference between ASCII and HTML, I suppose.
