[RTTY] Suggestions for RTTY RU

Like I said earlier, I haven't sent a "DE" in years in RTTY contests, 
but if we ever get Skimmer for RTTY, I promise to start.

Until then, I hope nobody sends DE unless he/she is in Delaware.
