[RTTY] Dupes now sorted what about busted serial's

I log busted serial numbers as 000.  That tells me that I busted the 
report and, while I know I won't be given credit for it, the other 
station will and won't be penalized for my error.  I learned last year 
not to delete these entries as the other station would then be penalized 
with a NIL.
