[RTTY] RM 11708 Comments

There are an awful lot of common phrases that appear to be cut-and-paste type responses.  Also a lot of people that are in favor of the rule change so they can use Pactor IV.  The latter are bound to be disappointed if the rule is adopted.

It is rather depressing to see the number of positive comments on the FCC website.  I looked at a number of the most recent listings, and saw no negative comments.  Guess it's going to go through.
