The FCC doesn't view the comment process as a poll; if they did, they'd just use SurveyMonkey and count the responses. 

Comments of the form "I love it" or "I hate it" likely have little impact. Comments organized around facts and logic should be more
impactful.

It is rather depressing to see the number of positive comments on the FCC website.  I looked at a number of the most recent
listings, and saw no negative comments.  Guess it's going to go through.
