One can analyze this to death, but the fact remains that when the exchange
is sent twice with spaces in between, USOS (Un Shift On Space) has two
chances to get the FIGS/LTRS shift right, vs only once when dashes are
used.

Chen's analysis only sends the exchange once, and that makes all the
difference. Most stations send it twice or even three times. 

Let me explain it one more time:

If you send 599-001-001 and the one and only FIGS character is garbled,
you print TOOAPPQAPPQ. There is no second chance for a correction. 

But if you send 599 001 001 now that EXACT SAME FIGS character is garbled,
you print TOO 001 001.  Even if TWO FIGS characters are garbled, you still
print TOO PPQ 001. The only way you can get TOO PPQ PPQ is if ALL THREE
FIGS characters are garbled.

Which would you rather see?

USOS was invented for good reason. Please let it do its job.
