[RTTY] US call signs (BARTG)

There is no requirement to sign portable (/P or /A).  There is no
requirement to identify which from which "call area" one is operating
- including KP1, KP2, KP3, KP5, KH0 - KH9 or KL.

EA RTTY, JARTS and WAEDC do not require US stations to sign /#.  JARTS
and WAEDC define the multiplier based on the callsign not the physical
location for those in the continental US.

If BARTG, SARTG, and DL-DX Contest Groups wish to use physical US call
areas as multipliers they should either accept that some calls will not
reflect the actual area or make the multiplier (prefix and numeral)
part of the exchange for all stations.  Requiring any station to use
a callsign no assigned/required by that station's regulatory authority
is archaic and wrong.  It is equally wrong to apply your regulatory
authority's rules to licensees in another country ... why not apply
your 400 W power limit to all stations or have CQ apply US band/mode
regulations?
