[RTTY] US call signs (BARTG)

Reading all the posts in this particular discussion leaves me a bit
confused. If we step back and ask what is the problem, what would the
contest manager say? Is there an unfair advantage or disadvantage to any
operator in the contest based on whatever this problem appears to be?

I'm not sure that the answer, at least to the 2nd part, will be yes.

Personally I operate from my home 99% of the time and it matches the call
area in my callsign. When I operate elsewhere (contest or casually)  such
as K2DSL/4 it is easy and doesn't cause me any stress. I'm also fine as any
operator in a contest should be, in following whatever rules that
particular contest decides. I can't see anyone disagreeing with following
the documented rules and it is up to the contest manager to enforce those
rules as best they can.

So what's the problem we need to solve here?
