[RTTY] Warble at beginning of RTTY macro

Yes ... The programmers of both HRD and Fldigi should disable RSID
in RTTY mode.  It's not needed, not readable by most software and
certainly not compatible with FSK and since it's wider than the RTTY
signal causes unnecessary QRM!
