Ron,

Yes, you finally figured it out!!!   You are misinformed and as such, 
clearly misinterpreting what is an obviously good program proposed by the 
ARRL - who knows the circumstances and future much better than you do.  But 
don't take it personally; this is often the case with the antiquated RTTY 
mode ops, bless their out-dated hearts!  Best they all just sit down and be 
quiet; and let the big boys take care of business properly.

You guys going to Dayton may want to ask the ARRL about enforcement
face to face, wear your buttons. ARRL has adopted Winlink as part of their
emcomm program, they have also asked the FCC for more visible and
timely enforcement in the ham bands......I must be missing something there.
