What does this have to do with an ARRL Bulletin?

So which rules give the ARRL or anyone exclusive right to an Amateur 
frequency;   That give anyone the ability to fire and start broadcasting 
a bulletin without listening first; that gives anyone the right to cause 
malicious interference.
