[RTTY] MMTTY, permanently disable AFC

Tim,
If it's wandering off '100s of Hz' you haven't got it set up correctly. Just 
follow the good advice from Joe and others, set it up the way you need and 
you will find it works fine.

It is useful when running in a test but make sure it's off when you are S+P.
