[RTTY] Digital Operators Band Plan Committee - Band Plan proposal

The Band Plan Committee just received a interesting suggestion  for dealing
with interference from packet robots.       See below.

*	Given that the unattended digital stations are in violation of part
97 by interfering (QRMing) existing QSOs 
*	Given that the unattended digital stations are in violation of part
97 by passing commercial traffic 
*	Given that the unattended digital stations are in violation of part
97 by competing against commercial services 
*	Given that the unattended digital stations are in violation of part
97 by sending encrypted messages

It seems that they have little regard for the rules. As such, I propose that
we "allocate" frequencies OUTSIDE of the amateur bands for them. I mean...
who cares? If they are going to break the rules, let's have them break the
rules on someone else's turf.
