[RTTY] Contester preference - 1- versus 2-decimal-place spots

I expect to tune any spot, so I guess I don't care. Tuning is not a big
deal to me.

I often slightly adjust my frequency while running to avoid QRM. The RBN
doe not necessarily note the shift. I expect other runners are doing the
same, so I expect to tune.
