What exactly are the power categories for this contest? QRP and LP or QRP and whatever?

The definition in the website seems to allow as much power as one can legally run, copied and pasted from the rules below...

"SOAB  - SINGLE-OP ALL - Single operator, all bands, the output power should not exceed the resolved power according to the radioamateur license of the participant"
