Not 100%, but it does discourage SO2R in the Single Operator category. There
is an Expert category for SO2R operators.

I haven't entered this contest in many years. Upon reading the rules, I
notice the 5 minute rule on band changes for SOAB entries. If I read this
correctly, does this not eliminate operating as SO2R ?
