I encountered this, too, it’s just part of the game. I always think maybe this is an SO2R op waiting to see what’s on the other radio, but it may just be an inexperienced RTTY op getting his software to do what he wants it to do.

It is what it is. Deal with it, complete the QSO and go on to the next one.
