On the contrary, I see no reason why a DXpedition to Texas wouldn't
count.  There are no requirements about where your DXpedition has to
take place.

Entrants typically split scores of big USA multi operations among the
operator's clubs.

Good luck on the expedition to Texas. I've been on some to rarer
places, but also to less-rare places such as Japan.
