[SCCC] CA Counties for CA QSO Party Abbreviations

With TR Log it is a non problem.  Using the new .dom file available 
at http://www.cqp.org/Software.html, TR recognizes the old county 
abbreviations and logs the new.

If you type in SDG, TR accepts it and logs it as SDIE.

If you type in ORG, TR accepts it and logs it as ORAN.

If you type in LAX, TR accepts it and logs it as LANG.

Etcetera.

Thanks to W0YK for a good job updating the .dom file.
