[SCCC] N1MM and CQP

Rick,
I have used N1MM the past three years for CQP. You are
correct that it doesn't count the first CA county as a
multiplier. It does however count the first non
Canadian DX as a multiplier which it shouldn't count.
Just about anyone who runs CQP ends up working an XE.
So with the CA mult it missed and the DX mult it added
all works out OK.
