[SCCC] Reason for crappy conditions

I wondered why conditions were so good for CQWW SSB and not
so good for CW.  I thought that solar conditions replicated to
an extent every 28 days.  They do, but there were five weeks
between the SSB weekend and the CW weekend this year.
Conditions were good the weekend before.
 
This solar minimum has gone far too long.  Can't the 
government do something about it?
