[SCCC] Cruel and Unusual Punishment

This is somewhat related to contesting.  I have a friend who knew an 
interrogator at the Guantanamo Holding Facility.  My friend was able 
to read a memo that the interrogator had relating to limits placed
on the interrogation techniques.  We are familiar with the water 
boarding which was routine.  But there was another technique  that
was deemed too harsh to use except for the most hardened prisoners.
That one usually made the prisoner start talking.  It was top  secret
and I wasn't supposed to repeat it as it is so cruel that not even
the commander knew about it.  The top interrogators would take
the hardened prisoner and make him sit in front of  a radio  tuned
20m SSB in a DX contest and make him operate with 100 watts.
It was the most successful technique and most prisoners cracked
within a couple hours and started spilling their guts out.  I  will
deny any knowledge of this.  Please don't ask me any questions
about it.
