An even more simple California rule is:

Legal Limit: You final must have handles, water cooled
and can't be lifted by one person. No power restrictions.
Pole Peg transformer ramset to the floor.

LP: Up to 1500 Watts (2000 with an Alpha)

QRP: Agreed - up to 800 watts...

Antenna: Unrestricted

Operator: Clinically Insane

Log: Sworn to have operated within the limits the
operator has set...

You take the A index and multiply by100 then divide by 2
then you take your age and for each year you multiply that by 3
and Viola ! You have your handicap power allowance

The Italians use their projected age of demise which is never less than 100
