[SCCC] Need a new DXCC entity? Just build it!

Check out yesterday's LA Times article about how China is building islands
in the Spratly and Scarborough areas.  I never thought about building a new
island as a new DXCC entity before.  I like it!  :)

P.S. could this mean that the next Scarborough Reef operation will be by jet
