hi Mike - There was a very long discussion about this very thing this week
on the rtty at cotesting.com reflector, suggest you seek it out. Also, here is
the history of the rule:

Note that, as contests are currently judged, the two breaks are counted
between your first logged QSO and your last QSO. The time it takes for you
to get a first Q and the time after your last do NOT count towards the two
break rule.
