There was also much discussion around this on the CQ-CONTEST reflector. 

Whenever I am questioning rules in a given contest, I try to keep in mind
that if all contests had the same rules, I'd probably get bored pretty
quickly. Having some variance forces some difference in strategy and keeps
me on my toes.

Note that, as contests are currently judged, the two breaks are counted
between your first logged QSO and your last QSO. The time it takes for you
to get a first Q and the time after your last do NOT count towards the two
break rule.
