[SCCC] Brain Trust--Transfer of Callsign License Plates

I just went through this.  Mine was a private party sale, so my vehicle's
new owner went with me to AAA.  His transaction was handled first, with him
being issued new plates.  After that, my new registration, including
transfer of ham plates to my new car, was handled second.  Hint ... not
every AAA clerk knows anything about ham plates.  Same might be true of
dealership clerks.
