[SCCC] Fwd: FCC Removal of HAMS from 3 and 5 gHZ

I seriously doubt many of we contesters have ever 
operated such nose-bleed frequencies as 3 or 5 
GHz. However, there is a clear and present threat 
from the FCC to remove two amateur bands from 
amateur usage. If the camel's nose sneaks under 
the tent, who knows what it will do next? Thus, I 
thought the following would be of interest to 
those of us who hate to have a band taken away 
from us, particularly without just compensation. 
I haven't yet made my own comments but will do so 
ASAP. Personally, I am not presently on any band 
above 6m, and I know virtually nothing about this 
AREDN "MESH" network that will be affected 
although I've seen it demonstrated at SOARA club 
meetings, particularly during the recent San Bernando fires.

SOARA is the local ham club here in the Mission 
Viejo area, aka South Orange Amateur Radio Association.

Please work with your local City or Entity as 
appropriate.   There is a template and 
instructions for Entities to submit comments to 
the FCC, which give more weight than an 
individual's comment.  Thanks to Charley WA6RUZ 
working with the Emergency Manager, the city of 
MIssion Viejo has already made comments to the 
FCC.  Note, we are in the 30-day comment period 
for the 3GHz NPRM, the time window is limited.

On a related update, the AREDN team has been 
contacted by a lawyer working in the 
"Intelligent Vehicle" industry.   We will join 
voices with other groups in opposition.   The 5 
GHz NPRM would take away 5GHz allocation this 
industry was counting on.   If we are to share 
bandwidth with other users, Part 97 would better 
coexist with Intelligent vehicle use than with 
unlicensed part 15 usage -- the Intelligent 
Vehicle use will not be at tower sites, lower 
power limits, and more..   Please add your 
voice to oppose the 5GHz NPRM when open for comments. Â

5GHz Proposals has opened! Please comment within 
the next 30 days on each of the two proposals. 
If you have previously written a comment, please 
submit it again as only comments during the 
official period will be considered by the FCC.

Remember to stay courteous, factual and reasonable.

Things you may consider mentioning in your comments:
- Amateur Radio Mesh has grown by leaps and 
bounds in the US. There are now thousands of 
nodes around the country at served agencies, on 
repeater sites, at homes and in ready-to-deploy Go Kits.
- Amateur Radio Mesh has been used successfully 
to support disaster communications for hospitals 
and fire departments in L.A. County during large scale exercises.
- Depriving the Amateur Radio Service of access 
to or limiting access to 3GHz and 5GHz would 
severely curtail disaster response.
- Point out how you have used AREDN Mesh 
successfully in events and to support served 
agencies and how it has affected you (did you 
like it, you are more interested in networking, 
you have learned about the science behind Gigahertz frequencies)
- Any other comment that shows how useful you 
think mesh on Gigahertz frequencies is when 
employed by amateur radio operators such as yourself...

"Facilitating Shared Use in the 3.1-3.55 GHz Band":
At its December 12 meeting, the FCC formally 
adopted a Notice of Proposed Rulemaking (NPRM) in 
WT Docket 19-348 and invited comments on its plan 
to remove "existing non-federal secondary 
radiolocation and amateur allocations" in the 3.3 
- 3.55 GHz band and relocate incumbent 
non-federal operations. The FCC said it's seeking 
comment on appropriate "transition mechanisms" to 
make that happen. ARRL has indicated that it will 
file comments in opposition to the proposal. The 
amateur 9-centimeter allocation is 3.3 - 3.5 GHz. 
The NPRM comes in response to the MOBILE NOW 
[Making Opportunities for Broadband Investment 
and Limiting Excessive and Needless Obstacles to 
Wireless] Act, approved by the 115th Congress to 
make available new spectrum for mobile and fixed wireless broadband use.

Also at its December 12 meeting, the FCC 
considered another NPRM in WT Docket 19-138 that 
would "take a fresh and comprehensive look" at 
the rules for the 5.9 GHz band and propose, among 
other things, to make the lower 45 MHz of the 
band available for unlicensed operations and to 
permit "cellular vehicle-to-everything" (C-V2X) 
operations in the upper 20 MHz of the band. The 
FCC is not proposing to delete or otherwise amend 
the amateur allocation, which would continue as a secondary allocation.
