[SCCC] WPX Rule Change Poll

I was initially going to compare this to putting a gut with a bass boat in
the same category as the guy with a cane pole on the river bank.  I'm a can
pole kind of guy.  But then I realized that my S&P efforts are already
competing with the unlimiteds, they just get there faster.  This revelation
came to me as I recalled an instance when I was occupied with something
else while tuned to a vacant frequency.  A station started calling from
Ascension Island.  i tried coming back to him a couple of times and then
BANG! an instant pileup.  I never broke through.
