Other that whatever may have happened between AOCC and Mike, I imagine that you are right when it comes to the AOCC guys steering points to AOCC Bruce. They spend a lot of time talking about upcoming contests, their internal competition system, and how past club members did in a given competition. It seems to draw a lot of attention towards common goals in these competitions.
When I built my station in Wickenburg and still had a station in Rancho Cucamonga, I made an easy choice… whatever happens in either territory goes to that respective club. I no longer own the CA QTH and so the choice is easier. If I were to do CQP from my father’s residence with my old tower then I’d see if my points were allowed to be used by the SCCC.
Having one of our close friends that comes to ZF and Wick in NCCC territory has taught me how much guys up there can be feeling a sense of group pride. He often asks me to make sure his points go towards the NCCC in CQ contests. I believe the only deviation came when we had an NAQP at my place and I suggested that this particular time we credit the local territory club due to how much the station score would mean to that team. He had a tough decision and made it with many thought inputs going through his mind. My point being that it’s very clear to me there is a big push towards their internal points systems and such. I couldn’t imagine there would be much to gain up north with what my friend has shown me first hand.
Having done the NAQP teams for the SCCC a few years I can absolutely understand the aspect of moving a circle in certain contests. I believe you’d want to poll guys in these close in areas and see what they would do. Then you’d need to consider what their scores might bring versus what you may lose. It may be a great idea or extra work without much gain… it could also reduce your overall score.

Who produces high scores in Nevada that could be included without losing San Diego-based SCCCers and who isn't associated with the NCCC? Almost any shift to the north loses San Diego (since we purposely set the southern edge of the SCCC territory on the Mexican border). I'm not seeing a lot to gain from shifting, but maybe others can see an opportunity.
On the other hand, I'm not sure how important winning the club competition is to SCCCers. We've won our share of medium club gavels, but it usually just happens - we don't promote the club competition like the east coast contest clubs and the NCCC.

Several east coast contest clubs shift their circle center around
depending upon the contest and circle diameter. They can do that as
they have several club "divisions", or areas, containing club members
living closer to one another than to others. For example, PVRC has
Northern Virginia, metro DC, MD, SW Virginia, NW NC, etc.. I believe
YCCC has done the same in the past, as Nieu Englund is an awfully big
area. We could consider the same thing in order to shift our own
circle center to include certain contesters in certain contests.
