  GRL (Geophysical Research Letters) is a highly respected journal , so perhaps a letter of complaint to the editor is appropriate.  See note at end of message regarding the GRL’s reputation.

  Years ago I had the opposite problem when our article was rejected by the journal Science following a bad review by a researcher who, based on our result, would lose significant funding.  The re-review was outstanding and the paper ended up being featured on the cover of Science’s November 1985 issue (Segall, Wilson, Dallas, Haddon; Science 229, 472-475,1985)
