[SD-User] More SDDOS not enough EMS

I ran MEMMAKER and answered Yes to the question "Do any of your programs
require Extended memory"

Then back to running SDDOS and It still says not enough EMS to run SD.

A memory map screen says that Extended Memory was Disabled both before and
after running MEMMAKER.

The largest program that can be run under these circumstances is  604K.

It also says that MSDOS is installed in High Memory.

I must be missing something else. Thanks in advance for any help.
