[SD-User] Setup for Russian DX Contest

Someone was asking for the set-up for the Russian contest
this weekend.  
If you are ever in doubt about set-up, the first place to look
is in the .MLT files within SD.   So if you open RUSSIA.MLT in a
text editor, you will find the set-up there.
