This is a WinKey command that lets you adjust the dot:dash ratio,
it's normally 1:3.  It's described in the WinKey manual at
www.k1el.tripod.com/Winkey10.pdf

I had intended to implement support for it in SD at some time, but
I'm not sure of its value now.  After all, SD supports the WEIGHT
command in WinKey - this adjusts the dot-dash ratio without affecting
the WPM value.
