[SD-User] Russian DX Contest score

Hi to all !
I have used SD in RDXC, single op CW, and it worked smoothly as usual.
I have a question about score: should European Russia and Asiatic Russia be counted as country multipliers ? The rules are not clear, about this, it is only said that multipliers are Oblasts and DXCC countries.
SD does not counts these countries as multipliers, but I think it should.
Any help ?
